Extract from memo no. 3564-F dt. 10.05.06 of Finance Deptt. Govt. of West Bengal
MEMORANDUM
1. In
terms of Sub-rule (1) of rule. 102 of the WBSR, part-I, it has been provided
that when a Government employee is in foreign service, contribution shall have
to be paid to a government by the by the foreign employer towards and the cost
of pension of the government employee and also towards the cost of leave-salary,
if the foreign service is in India. The question of exempting all the
Undertakings, Corporations, Companies, Statutory Bodies etc. which are wholly or
substantially owned or controlled by the State Government from payment of these
contributions when the State Government Officers are transferred on foreign
service terms to these Bodies has been under consideration of this govt. for
some time past.
2. After careful consideration of the matter, the Governor is pleased to decide
that the State-aided Undertakings, Companies, Corporations, Statutory Bodies
etc. which are wholly or substantially owned or controlled by the State
Government shall be exempted from payment of foreign-service contributions
‘towards the cost of pension and leave – salary in’ respect of the State
government Officers deputed to these Bodies on foreign service terms. In such
cases, however, the fact of exemption from payment of Foreign Service
contribution will have to be clearly mentioned in the order relating to each
individual case of deputation.
3. This order will take immediate effect.
4. Necessary amendment in the relevant rules in the West Bengal Service Rules,
Part-I will be made in due course.
